But to RENT a car: can I still do it on my US license, even though I am past the 1-year grace period for living in France?? I would prefer not to go through the hassle of getting the French license just to rent a car...

I think this needs straightening out - If you are resident in France for more than one year you MUST have a valid French license (or other valid EU license) to drive legally. If you are caught on an invalid license, you are in trouble, if it's a traffic accident then it's BIG trouble.
International Licenses are basically a simple translation of your exisiting license for the convenience of the local authorities and carry NO driving privileges of their own. They are not worth bothering with in Europe.
