Several renters had to leave their apartments at 1520 N. El Camino Real in San Clemente this year after Farmers Merchants Bank took over the foreclosed complex . The complex's owner, Nilop Investments LLC, owed the bank about $7.7 million from a construction loan. Goldberg was Nilop's general contractor and found renters for the unfinished apartments via websites such as Craigslist.
Renters said they hadn't known the apartments were in the foreclosure process. Several said they felt cheated because Goldberg had asked them to pay in advance and then disappeared when a bank-hired property-management company came asking them for rent it had not received.
