Developers have to meet city design regulations -- building height, facade, mixed use -- but law pro


Portland's fiji vacation packages central city is experiencing resurging apartment development, and the Downtown Neighborhood Association is asking developers to consider mixed-income buildings to preserve downtown's diversity.

Mixed-income housing fosters a mix of generations, professions and backgrounds block-by-block and prevents a concentration of students, subsidized housing or commerce, the association says. It's using its tools -- mostly cajoling -- to try to get developers' attention.
"From a larger community development perspective, it's a great idea," says Karl Lisle, a senior planner. "But we don't have a way to make it happen now other than a few incentives that aren't used much, frankly. If you finance the project yourself, you can do whatever you want."
And mixed-income is a hard sell, advocates acknowledge. The untested question: Will a wealthy person buy a penthouse in a building fiji vacation packages with lower floors housing middle-class families and bottom floors with low-income renters?
"We need a private developer to take a leap of faith," says Felicia Williams, president of the Downtown Neighborhood Association. "Our idea is public-private partnership. But we need a developer to be the first one."

The architect described the building as luxury, but Master said it would be priced at about market-rate. With studios and one- and two-bedroom units ranging from 300 to 900 square feet, Master says the market rate would allow for diverse incomes. The larger and better placed the apartment, the more it would cost. But a street-level studio would be affordable, he said.
Developers have to meet city design regulations -- building height, facade, mixed use -- but law prohibits the city from requiring a developer who's not receiving public subsidies to set income levels. Resulting development has made space for low-income people who use social services abundant downtown and wealthy condo owners in high-rises.
City planners would also like to see more family-friendly units -- those with two or more bedrooms but still small enough to keep them reasonably priced. During the condo boom in 2008, giant luxury units with several bedrooms were the development trend, but priced out most working people.
Advocates point to the benefits of having police, fire fighters, nurses, teachers, and other middle-income professionals living fiji vacation packages downtown.
