Car hire are the charges a railroad pays to possess and control another owner s rail cars, and Norfolk Southern alleges in the lawsuit that Carolina Southern has had control and possession of Norfolk Southern rail cars on Carolina Southern lines between October 2010 and August 2012.

But committee members have criticized the Pippins for not getting firm estimates of the cost of the repairs needed, continued easement charges in the absence of any rail traffic, an appraisal of the railroad s worth or an appraisal of the Whiteville Train Depot, which Columbus County taxpayers paid to refurbish and then to rent from the Pippins.
Ken Pippin said following the meeting, which he did not attend, that the only debt the railroad had was the $450,000 it owes for three years rent on Horry County-owned track between Conway and Myrtle Beach.
Some railroad-dependant businesses in Horry County have had to resort to trucking to receive raw materials and ship out product. Columbus County officials are worried that the railroad s continued closure will cause Georgia Pacific to close a mill that employs 400 people when it is operating.
