1. Where you re staying. If you are going to be staying in Waikiki, then there are reasonable shuttles to get to your hotel and back to the airport and you may want to rent a car for a couple of days when you re in Waikiki so that you can drive around the island on your own, and at the same time, keep the parking costs down to a minimum. On any of the other islands, you almost need a car!
2. What you plan on doing. If you are only going to stay in and around your resort, or only take organized tours that offer hotel pickup, you might be able to skip a rental car. However, shuttle service on neighbor islands is a little pricier so it s often almost the same cost car rental vs. shuttles.
Hawaii offers a lot of fun activities and beautiful sightseeing all over every island, so you may not want to limit yourself by not having a vehicle. If you want to see more than simply your resort and its local beach and shopping, having a car is a really great idea. It also gives you the freedom to roam the island without being on a tour guide s schedule or allows you to get to tours that don t pickup at your hotel.
3. Your budget. If a rental car is out of your price range, it is possible to get to some parts of the island via public transit or taxi. The downside, of course, is that public transit tends to be slow and taxis tend to be expensive. NOTE that on Oahu you cannot take a city bus with your luggage. Alternatively, you could only select tours where the transportation is provided.
