The council rezoned an eight-lot, 27-acre site on the northeast corner of County Road 42 and State Highway 3 on Nov. 20, which would move commercial development east of Highway 3 for the first time, according to Rosemount Economic Development Director Kim Lindquist.
Another retail broker, Cushman Wakefield/NorthMarq's Jen Helm, said that Rosemount's empty spaces are filling up and building a market for retail. But that expansion may not create enough demand yet to draw key tenants away from established retail districts.
"There has been a ton of housing growth [in Rosemount] in the last few years, but I think national retailers are still going to gravitate to Apple Valley [which borders Rosemount on the west]. That's fleetwood travel trailers where their competitors are and that's where they think they need to be."

Apollo has built seven hotels during the last several years, all in small upper Midwest cities, according to President David Harchanko. Apollo works with affiliated design and construction companies on each development.
"We've had very good luck with investors and lenders, and it's because we've been able to show that we control this process from beginning to end. We don't give the banks any surprises," Harchanko said.
A second tenant fleetwood travel trailers Israelson is negotiating with is having second thoughts. James Grobe is a principal with C-Store Partners, a Twin Cities developer and convenience store operator that proposed building a SuperAmerica store and filling station along County Road 42.
